Char is a consultant with an extensive background in cannabis. As a small business owner with deep roots in the Black Hills offering industry experience and community insight to support cannabis establishments in South Dakota.
Her experience includes serving as an owner-operator, with responsibilities spanning sales, operational oversight, purchasing, and relationship management. This background provides her with an in-depth understanding of the regulatory and operational challenges unique to South Dakota.
Char’s education includes a Bachelor of Science in Information Technology (BSIT), Master’s in Business Administration (MBA), and a PhD in Educational Leadership. A combination of educational and real-world experience supports her mission of providing clear, practical feedback to ensure operational readiness.
Emily Raad
Emily brings regulatory experience coupled with compliance auditing to support cannabis establishments in maintaining strong compliance practices. While living in Colorado she recognized the firsthand impact of regulated cannabis on patient care while working in the retail setting.
In 2022 she relocated back to the Black Hills and began working with the South Dakota Department of Health Office of Medical Cannabis. During this time she was immersed in the regulatory framework of cannabis compliance.
Through her work with Rushmore Learning she is able to apply her experience to help cannabis establishments better understand how to navigate through our framework in South Dakota. Her responsibilities include identifying risk, reviewing operations, and helping prepare for regulatory inspections.
